Ministry of Finance negotiates support of up to 6 billion euros with international partners – minister

The Ministry of Finance is negotiating with international partners for support in the form of loans and grants in the amount of up to 6 billion euros, said Finance Minister Serhiy Marchenko.

“Now it is a top priority for the President, the Government and the Ministry of Finance. Today we are negotiating support for a total amount of up to 6 billion euros. This is both loan support and grant support,” he said. in an interview with

He recalled that the 1.4 billion dollars allocated by the IMF under the Rapid Financing Instrument (RFI) are already in the accounts of the State Treasury.

“We also have a macro-financial assistance program from the European Union for 1.2 billion euros. And we have already received 600 million euros in two tranches of 300 million euros each. new consultations with the European Commission on the following programs and We have received assistance from the World Bank under the Economic Recovery and Development Policy Loan (DPL) for an amount of 312 million euros”, recalled The Minister.

According to him, the World Bank is creating a Multi-Donor Trust Fund (MDTF) for Ukraine. Sweden, the Netherlands and Austria have already joined. Thus, Sweden is ready to provide guarantees for 50 million dollars, the Netherlands – for 89 million dollars, Austria – for 10 million dollars. In addition, Ukraine is negotiating with the Japanese government for loan support of at least $100 million.

“There is an opportunity to increase and we are actively working on it,” Marchenko said.

The Minister added that the European Investment Bank (EIB) has adjusted its projects in support of the budget in the amount of 668 million euros, of which Ukraine has already received 400 million euros.

“We are negotiating two loan programs with Germany, for a total of $150 million. First we signed the memorandum and we are waiting for the funds to arrive,” Marchenko said.

The Minister added that negotiations with the French government on a loan of 300 million euros are ongoing, Canada announced a loan program in the amount of 500 million Canadian dollars and the United Kingdom – 500 million of dollars.

“Among the grants, it is particularly necessary to single out the Italian government, which in the first days of the war provided us with financial assistance in the amount of 10 million euros. We are also expecting financial assistance from the United Kingdom. United, Denmark, Latvia, Lithuania, Iceland and the EU. The total amount of subsidies we see is around 360 million euros. We are actively cooperating with the United States. Even before the war, the possibility of providing guarantees for 1 billion dollars was announced. And we are now working to obtain them and, if possible, to increase them, “said the minister.
